You are on the Citizen Committee that advises the city council on waste management. Some citizens have complained about rising waste disposal costs, other citizens want to know why the city doesn't do more recycling. Your job is to research the options, the pros and cons of recycling municipal solid waste (MSR), and advise the city council on what it should do. Your should look at Chapter 15 in your text,  but also use other resources. This should be an easy issue to research, since it is being debated locally, as well as nationally.  You will get together with your group members, and try to agree on a plan to present to the city council.
